The sum of the yearly amounts in your table is 5.2 + 2.3 +1.1 + .4 = 9 days with at least 1 inch of snow. Second, why assume PennDOT's number is the right baseline to compute the correct number of Philadelphia snowplows? After all, who knows how or why PennDOT has come to have the number of snowplows it does.
